In 2000 the Federalist Society and The Wall Street Journal collaborated on a survey that aimed to rate America's presidents. Seventy-eight scholars of history, law and political science--some liberal, some conservative, chosen for ideological balance--gave each president a score on a 5-point scale. The ratings were averaged and the results ranked, from George Washington (No. 1) to James Buchanan (dead last at No. 39).  Now I'm proud to announce that the survey has been expanded into a book, of which I am co-editor with the Federalist Society's Leonard Leo.
